When hiring in an international setting, how can one assess qualifications of applicants when they come from a variety of different countries. Even when two applicants have similar qualifications on paper, in fact their preparation can be quite different. A lot of apples and oranges comparisons. How can you 1) verify that what's on the resume is in fact true, and 2) make a reasonable comparison between degrees, etc.
